I would say literature. It gives no limit on your imagination and with the right combination on words you can create a whole new view, and even if that view is single to one person, another will read it and imagine a wholy different one.

They tell different stories, I don't think they can really be compared.

Literature allows for literal motion in a story, while motion in a fixed image is implied. However, take a bunch of photograph stills that depict motion and project light through them onto a big screen, now you have something no other artform can match.

It depends on the story you want to tell i suppose
